Executive summary
Building the shared intelligence layer
Phase I established the implementation logic for a community-centred coastal intelligence platform in Kilifi County. The work connected technical design with stakeholder mapping, field planning, data architecture and a phased pathway from baseline evidence to operational validation.
The core lesson is that environmental intelligence becomes useful only when it is shaped around a real decision, delivered through an accessible system and continuously tested with its intended users.

Community intelligence to operational validation
The implementation sequence moves through community intelligence, systemisation, MVP deployment and validation. This creates a traceable route from baseline surveys and participatory mapping to digital products, training and performance evidence.
The initial application combines potential fishing zones, ocean safety, catch reporting and capital pathways. Each module supports the others: environmental guidance informs activity, reporting produces evidence and finance can align with safer, more productive windows.
Next phase
Expand evidence and strengthen performance
The next phase focuses on a larger validation cohort, more repeated field observations, platform co-design and clearer measures of usability, safety relevance and economic value.
Technical development continues alongside the Kenya coastal model so locally generated ocean intelligence can progressively strengthen platform products.
